Client: Washington State Department of Transportation

Served as facilitator of a 31-member advisory group made up of key leaders of the Legislature, local and tribal governments, port authorities, transit agencies, business, labor, and the environmental community, and appointed by the Governor to develop a 10-year, statewide transportation investment strategy for action by the 2012 Legislature. Prepared: meeting plans, agendas and summaries (five meetings); summary of issues and opportunities from initial discussions with advisory group members; meeting ground rules; draft and final investment principles statement; draft and final report and recommendations. Worked with staff between meetings to plan meeting topics and materials, and to identify concerns to be addressed. The advisory group reviewed estimates of the needs of the various components of the transportation system, developed consensus on investment principles, identified a package of essential investments, and identified options to pay for those investments. (2011 – 2012)

Results: The final report and recommendations were delivered to the Legislature for consideration in the 2012 session.
