State-Local Coordination Structure for Early Learning

Client: Washington State Department of Early Learning

Guided a process to help state agencies and local communities work together better to support young children and families. Facilitated a multi-agency staff work group, and a 30-member stakeholder steering committee. Coordinated the consultant team’s work to research best practices, conduct stakeholder interviews, conduct public engagement, and develop options and test them in public outreach. Provided progress reports to the state Early Learning Advisory Council (ELAC). Developed recommendations and an implementation plan for a state-local collaboration structure. Assisted the ELAC to implement the recommended changes in membership and roles. (2011 – 2013)

Results: The Washington Early Learning Partnership accepted the Final Report and Recommendations. The partners proceeded with implementation. View link.
