Client: City of Burlington, WA
Created a transfer of development rights (TDR) program to both redevelop Burlington’s downtown, and preserve surrounding farmland. In this streamlined TDR program, housing and commercial developers can buy “heritage credits,” which the city uses to buy development rights to preserve farmland. (2005 – 2006)
Results: City Council unanimously adopted the proposal and rezoned the downtown accordingly. The city has developed a two-tier zoning plan that incorporates the heritage credit system. View link [1].
