Served as the administrator for the Sound Transit Expert Review Panel, appointed by the State Legislature, Governor, and Secretary of Transportation. The panel was charged with reviewing and commenting on the key methodologies and assumptions used by Sound Transit in preparing the second capital program submitted to the voters for approval – Sound Transit Phase 2 (known as ST2). The panel reviewed methodologies regarding: ridership forecasts; cost estimating for capital construction, and maintenance and operations; financial plans and forecasts; selection of mode choices; and route alignments. (2005 – 2008)
Results: The panel issued a series of findings on Sound Transit’s work to prepare recommendations for ST2. Voters in the three-county Sound Transit district approved the ST2 ballot measure in November 2008 by a 57 percent margin.
