Served as the administrator for the Sound Transit Expert Review Panel, appointed by the State Legislature, Governor, and Secretary of Transportation. The panel was charged with reviewing and commenting on the key methodologies and assumptions used by Sound Transit in preparing the third capital program to be submitted to the voters for approval – Sound Transit Phase 3 (known as ST3). Tasks included facilitating the panel meetings, communicating with panel members between meetings, preparing agendas and meeting summaries, assisting a staff working group, drafting the panel’s findings, and assisting with presentations to the Sound Transit Board. The panel met six times and issued eight letters of comment. (2015 – 2016)
Results: The panel provided its final formal letter of comment in September 2016. It concluded that the ST3 plan is based on sound methodologies and reasonable assumptions that are consistent with industry standards, and meets the Washington state requirements for high-capacity transit system planning. The ST3 ballot proposal was approved by voters in the November 2016 election.
