Transportation Goals, Benchmarks and Ten-Year Investment Criteria and Process

Client: Transportation Performance Audit Board

Conducted a study with Lund Consulting, Inc., and made recommendations relating to the goals, benchmarks, investment criteria and performance measures in state law relative to the Washington State Department of Transportation. Recommended creation of a tiered approach to performance measures, investment criteria and investment planning that links the goals of the state transportation system to the Statewide Priorities of Government. (2005 – 2006)

Results: The report was adopted by the Transportation Performance Audit Board and reviewed with the appropriate legislative committees in the 2006 legislative session. Follow-up work on behalf of the State Legislature’s Joint Transportation Committee resulted in revisions to the transportation law  clarifying goals, objectives and responsibilities of transportation agencies. In 2008, the Office of Financial Management started reporting progress on these goals.
